WORLD BANK SUPERVISION MISSION MARCH, 2003


A World Bank Supervision Mission has been in Lesotho from Monday 3rd March 2003 to review the progress of the Lesotho Utilities Reform Project. While in Lesotho the Mission has had wide ranging meetings beginning with the Privatisation Unit who are the Implementing Agency for the Project as well as with the line ministries of Communications in respect of Telecommunications Sector and of Natural Resources for Electricity. They also held meetings with Ministries of Finance and of Development Planning. The Missions consultations culminated with meetings with the Minister of Natural Resources Mr. Monyane Moleleki, and the Minister of Finance and Development Planning Dr. Timothy Thahane. The main focus of the Supervision mission has been restructuring of Lesotho Electricity Corporation where there has been a detailed review of the strategy for involvement of the private sector in the future operations of the Corporation and how access in rural areas can be accelerated. Related issues such as the establishment of the Lesotho Electricity Authority were also condidered. The new strategy is expected to bring investment resources and improve efficiency in the Sector.

It is expected that shortly there will be more detailed notices on the agreed outcomes of the Supervision mission when the formal documents have been approved and signed.
