PRESS RELEASE ON STUDY MISSION TO GHANA
1. A Lesotho Government delegation that returned to Lesotho over the
last week-end has come back highly impressed by the Rural
Electrification Programme in Ghana. The delegation visited Ghana under
the auspices of the Lesotho Utilities Reform Project to observe the
changes that had been brought about in the economic activities of rural
communities after they had been provided electricity. The Lesotho
Delegation was shown many examples of how the provision of electricity
had led to the positive transformation of existing small businesses such
as rural cafes, garages, tailors shops, tourism facilities, and small
agricultural enterprises leading to the creation of many new jobs. The
Ghana Rural Electrification Project is carried out under the slogan of
“Energising Rural Development”.
2. The Lesotho Delegation noted that the rural communities that are
being provided with electricity are expected to participate actively in
the rural electrification programme by purchasing poles for rural
electrification, digging holes for the poles as well as wiring their
houses and business premises to receive electricity in advance of the
electrical connections. Apart from the stimulation of economic
activities the provision of electricity in rural activities has also
contributed significantly to improvements in educational and health
facilities as schools and clinics are being connected to electricity
supplies. A small levy is added to the monthly bills to provide for
street lighting in the rural communities.
3. The Lesotho delegation which consisted of officials from the Ministry
of Natural Resources and the Privatisation Unit is engaged in the review
of preparations for the privatization of the Lesotho Electricity
Corporation, and the accelerated provision of rural electricity has been
identified as one of the factors that will have to be taken into account
when the Lesotho Electricity Corporation is privatised.
