LESOTHO PRIVATISATION PROJECT – REVIEW OF IMPERIAL CONTRACT BY MMR ADVISORY SERVICES (PTY) LTD

The Privatisation Unit yesterday hosted a presentation on the review of the Imperial Fleet Services Contract by MMR Advisory Services (Pty) Ltd. MMR was commissioned by the Government of Lesotho with World Bank sponsorship to review the contract between the Government of Lesotho and Imperial Fleet Services and to make recommendations.

The Contracts with Imperial Fleet Services have been the subject of a review as part of Monitoring of Privatisation Agreements, and to test whether the charges paid by Government for the management of the Government Vehicle Fleet Services were reasonable. Additionally, it has been noted that there are concerns about the level of expenditure on Government Motor Vehicle Transport. In particular, the consultants MMR were tasked to examine:

• Whether the charges imposed by Imperial Fleet Services were in accordance with the agreements;
• The reasonableness of the charges by Imperial Fleet Services as well as applicable fee structures in comparison with sector practice in the Southern African region;
• The accuracy of the billing records on a test basis.

The participants who attended the meeting raised several concerns including:
• The continuing charges for vehicles that are out of service while with Imperial Fleet Services for repairs and maintenance;
• Slippage of the direct control and responsibility for management of vehicles by departments because of over-centralised accounting systems;
• The non-existence of the Monitoring Board that should have been established at the beginning of the partnership between the Government and Imperial Fleet Services.
• The residual value and method of disposal of vehicles by Imperial Fleet Services.
• It was also noted that Government Departments could be incurring high costs because of leasing inappropriate vehicles such as four-wheel drive vehicles even where smaller vehicles could be more suitable.

Comments that were raised during the presentation will be addressed in the Final Report which will be submitted to the Government by the end of this month.

The presentation was attended by senior officials from Imperial Fleet Services, Government Ministries, the Privatisation Unit, and also members of the Private Sector Advisory Committee.
