Mr. Kevin Morgan has assumed duty as Advisor to Lesotho Electricity Authority with effect from 1st June 2003 on a resident basis for a period of two years. The appointment of an Advisor is one of the steps in the establishment of Lesotho Electricity Authority whose role is crucial in the restructuring of Lesotho Electricity Corporation through the revised strategy of public service concession. 2. The Lesotho Electricity Authority will play a key role in the development of the electricity sector in Lesotho by monitoring responses to the requirements of a changed environment and new stakeholders. It will also have to develop a coherent and consistent policy and approach to its regulatory duties. The Authority will comprise a small team of specialists in engineering, economics and law reporting to the Chief Executive. 3. In order to facilitate efficient development of the Lesotho Electricity Authority during its initial phase, services of an Advisor have been secured to provide strategic, informed advice to the Authority generally, and to the Chief Executive in particular. The overall objective of the Advisor will be to provide strategic input and guidance to the Authority in all areas of regulatory policy development and implementation. This will include ensuring that the activities of the Lesotho Electricity Authority take due account of stakeholders’ views, including those of customers, relevant ministries, licensees and investors, and setting and periodic review of tariffs and rates. 4. The Advisor, a South African lawyer with than 16 years experience in the electricity industry, was selected in a rigorous evaluation exercise out of twenty four (24) candidates from worldwide.
