THE PRIVATE SECTOR ADVISORY COMMITTEE MEETING

The Private Sector Advisory Committee, which is a body consisting of Government, Trade Unions, Women Associations and the Private Sector Representatives created under the Privatisation Act to advise Government on the implementation of the Privatisation Project, held an important meeting in Maseru on Thursday,29th June, 2001.

The meeting discussed the continuing reforms of the Communications Sector as well as the preparations for the privatisation of Lesotho Electricity Corporation. In addition, the Committee reviewed arrangements for the launch of the Lesotho Unit Trust.

The Lesotho Unit Trust is new investment vehicle which is being created to enable purchase of shares by the public at large in the already privatised former state companies such as Lesotho Bank, Lesotho Flour Mills, Lesotho Brewing Company, Telecomm Lesotho and Imperial Fleet Services to name a few. This vehicle, whose objective is to fuel economic growth by mobilising local investment in the resources, will be managed by Standard Bank Lesotho Unit Trust.

Unit Trusts are investments in which investors’ funds are pooled and managed by professional managers, invested in shares yielding returns, thereby offering investors an opportunity to build real wealth.

Standard Bank Lesotho Unit Trust Management will be responsible for the day-to day operations of the Lesotho Unit Trust. The trustee of the Lesotho Unit Trusts will be AON Lesotho, whose role is to protect the interests of the unit holders by overseeing the operators of the management company. The ultimate regulator of the Scheme will be the Central Bank of Lesotho.

The Lesotho Unit Trust have advantages of:

• Fast and easy access to one’s money;
• Low minimum entry levels;
• Protection by the Trustee Company;
• Easy and flexible investment options;
• The prospect of excellent returns.

Preparations for the launch of the Unit Trust Scheme which is planned for late July or early August, are already underway, and information on the Scheme in Sesotho and English are being finalised. The Private Sector Advisory Committee will continue to advise on matters of privatisation in the on-going Lesotho Utilities Reform Project.
