OPENING OF BIDS FOR OUTSOURCING OF SANITATION SERVICES
1. The Privatisation Unit opened the bid for outsourcing of Sanitation
Services on 4th July, 2002. The bid received was from a local company
called Cefas Enterprises.
2. The opening followed several attempts that were made without success
from 1999 to outsource WASA’s septic tanks and the conservancy tanks (tankering
services) and the Ministry of Local Government’s (MLG) Pit Latrine
Emptying Services.
3. The initial advertisements attracted seven (7) local bidders and two
(2) from South Africa. One bid was received from a South African
company, Sani Tech. The bid was evaluated and preliminary negotiations
were held with the bidder. Sani Tech’s bid proposed tariffs that were
deemed too high. Negotiations to lower the tariffs levels downwards with
the investor were unsuccessful.
4. After the negotiations with the bidder failed, efforts were made to
revive local interest whereby among others, meetings were held with 7
local investors who had earlier expressed interest in the service. But
the interest expressed was never translated into a bid.
5. In 2000 sanitation services were restructured whereby WASA’s
tankering services and MLG’s Pit Emptying Services were combined and run
by a unit within WASA, the Sanitation Interim Unit, and tariffs were
increased to M150.00 per load for all services throughout the country.
This was an interim measure pending out-sourcing of the services. The
Sanitation Interim Unit commenced its operations on 1 March 2001 for an
initial period of 9 months after Cabinet’s approval for both the
restructuring and tariff increase was obtained. The Sanitation Unit was
mandated, among others, to provide sanitation services and to collect
data.
6. Advertisements for the outsourcing of the Sanitation Services were
placed in local newspapers in October, 2001 that attracted five (5)
local bidders. Letters of invitations were sent to the five local
bidders on 24th May, 2002 and the deadline was set for Thurday, 27th
June, 2002. On close of business that day one bid was received from
Cefas Enterprises, which was being opened publicly today.
