JOINT WORLD BANK/AFRICAN DEVELOPMENT BANK MISSION TO EVALUATE THE LESOTHO UTILITIES SECTOR REFORM PROJECT 
 

 

1.      A Joint World Bank and African Development Bank Mission visited Lesotho from 11 to 24 November 2003 to review the implementation of the Lesotho Utilities Sector Reform Project.  The objective of the Project is to restructure the operations of key public utilities such as electricity and telecommunications in Lesotho in order to ensure wider access to basic utility services, improve efficiency and sustainability of the operations of the utilities.  

2.      The World Bank mission comprised Ms. Shenhua Wang (Task Team Leader), Meesrs, Armaquaye Armar (Lead Energy Specialist), and Toshihiro Toyoshima (Senior Private Sector Development Specialist). The delegation from the African Development Bank consisted of Messrs Lamin Barrow (Financial Analyst) and B. Fikru (Power Engineer). 

3.      The Review, which is mandatory under the terms of both the IDA Development Credit Agreement and the African Development Bank Loan Agreement with the Government of Lesotho, evaluated the fundamental and detailed assessment of the Project progress, measurements of achievements attained to date towards the Project objectives, and assessment of actions that needed to be undertaken during the remainder of the Project period.  

4.      The mission noted that: 

  • Good progress has been made and performance indicators have been achieved in several components under the Project including the Private Sector Development and LEC Expansion Components. Over 13, 000 connections were made since the management contractor took over the operations of LEC in February 2001.
  • Quality preparatory work has been done towards the Restructuring of LEC. The Project Development Objective  is likely to be achieved, as long as key decisions on the Restructuring proposals of LEC are taken quickly by the Government and implementation follows immediately thereafter. The Government committed itself to tabling the LEC Restructuring Proposal before Cabinet by January 2004.
  • The Government of Lesotho committed itself to establish the Lesotho Electricity Authority by January, 2004 and members of the Board and the Chief Executive Officer will be appointed by the said time.
  • Rural Electrification Programme will be implemented on time if the agreed action plan is followed rigorously. The Programme will address an urgent need in rural areas for improved access to better forms of energy.

5.      The mission met with officials of the Government of Lesotho including the Ministry of Finance and Development Planning, Ministry of Natural Resources, Department of Energy, management and staff of Privatisation Unit, Governor of the Central Bank of Lesotho, the LEC Board of Directors, Lesotho Electricity Corporation and Lesotho Telecommunication Authority.  The Mission completed their visit by meeting the Honourable Ministers Monyane Moleleki and Timothy Thahane.
