INVITATION FOR SUBMISSION OF BIDS FOR CONSULTANCY SERVICES FOR PROCUREMENT OF VEHICLE FLEET MANAGEMENT AND SERVICE PROVIDER
1. General Background

1.1. The Government of Lesotho (GOL) embarked on a privatization and private sector development programme which included the Plant and Vehicle Pool Services (PVPS) privatization in 1998. The divestiture of PVPS entailed the sale of part of the government vehicle fleet, auctioning off of heavy/yellow plant, and long-term lease of mechanical workshops.

1.2 In 1999 the GOL procured the services of Imperial Fleet Services (IFS), through International Competitive Bidding (ICB) to provide and manage the government vehicle fleet. The two parties entered into a Sale Agreement whereby IFS bought part of the government vehicle fleet under a Full Maintenance Lease (FML) Agreement and leased back its vehicles to the government on full maintenance and Manage Maintenance Agreements (MML) whereby IFS manages and maintains government vehicles at a fee. These agreements were signed on 26 January 2000 for a period of five years expiring on 25 January 2006.
