1.      The Privatisation Unit formally opened the technical bid for divestiture of Loti Brick into the private sector on Friday 12^th March 2004.  Only one bid was received from Semler Holdings (Pty) Ltd on the set deadline that was being opened today. 

2.      Loti Brick was first listed for privatisation in 1996/97 financial year. Since then the Privatisation Unit received expressions of interest to bid from both locally and from South Africa.  About eight (8) local companies entered the bidding and negotiation process with LNDC and the Privatisation Unit but these later proved to be unsuccessful. 

3.      Late in 2003 and during the early part of 2004 three local companies including Semler Holdings (Pty) Ltd expressed interest in the restructuring of Loti Brick (Pty) Ltd. The above-mentioned three companies were provided with the necessary documents, but only Semler Holdings (Pty) Ltd filled the application forms while the other two competitors did not respond. Semler Holdings (Pty) Ltd was therefore issued with an invitation letter on 28th January 2004. 

4.      It should be noted that prospective investors are required to sign a Confidentiality Agreement and fill application forms before they could be issued letters of invitation and bidding guidelines.  

5.       On the set deadline of Wednesday 10^th March, 2004 only one bid was received from Semler Holdings. The opening of the technical bid will be followed by an evaluation process that could lead to the subsequent evaluation of the financial bid. The opening of the bid was witnessed by representatives from Semler Holdings, Lesotho National Development Corporation, and officials from the Privatisation Unit. 

6.      As the Government is still committed to promoting the private sector in Lesotho, transfer of ownership of Loti Brick is still an important priority for the Government as an endeavour to broaden participation by Lesotho citizens and also to enhance efficiency of the enterprise.
