KINGDOM OF LESOTHO

GENERAL PROCUREMENT NOTICE 

PUBLIC UTILITIES SECTOR REFORM PROGRAMME

 

The Kingdom of Lesotho has received a loan from the African Development Fund (ADF) to co-finance the Public Utilities Sector Reform Programme.

 

The principal objectives of this programme are to: (i) improve the performance of the utilities sector, (ii) provide wider access to electricity services; and (iii) promote private sector participation in key public utilities to ensure improved efficiency and sustainability of operations.

 

The programme includes the following components:

 

A.         Management, organisational and operational restructuring of Lesotho Electricity Corporation (LEC): involving the recruitment of an interim management and connection of 4,000 new customers to the national grid as part of the wider programme to connect 8,000 new customers;

B.         Privatisation of LEC;

C.        stablishment of an independent Regulatory Agency for the electricity sub-sector: including the recruitment of key staff for the Agency and training for staff of electricity and telecommunications regulatory agencies;

D.        Assistance to the Privatisation Unit (PU): includes consultants’ services, equipment support and training for key staff of the Unit;

E.         Post-privatisation support: involving counselling, re-training, re-skilling and outplacement support as part of LEC staff streamling exercise, and independent assessment of the programme;

F.         Muela Hydropower plant diagnostic/ Future electricity generation options studies; and

G.        Electricity Access Pilots.

 

The procurement of goods and/or works will be in accordance with the Bank Group’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in October, 2001.
