Consulting Services -Expressions of Interest


LESOTHO TELECOMMUNICATIONS AUTHORITY


This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 557 of 30 April 2001.

The Government of Lesotho has received a credit from the International Development Association toward the cost of the Utilities Sector Reform Project and it intends to apply part of the proceeds of this credit to payments under the contract for an ADVISOR to Lesotho Telecommunications Authority (LTA). The ADVISOR, who will be directly responsible to the Chief Executive of LTA, will be required to work with the LTA on a resident basis for a period of two (2) years beginning in early 2002.

The scope of work for the ADVISOR includes assisting in:

the establishment and development of LTA in an effective operational manner; developing a regulatory “tool kit” as required by LTA; ensuring that LTA operates to international best practice; ensuring the formulation of a regulatory agenda for the next three years.

More specifically, the ADVISOR will be expected to assist LTA in the construction of a set of instruments, regulations, procedures, plans, policies and methodology which will include, but not limited to, the following elements:

• A modern licensing procedure.
• Monitoring and enforcement of timely compliance with legislative and licence provisions.
• A detailed, timely, effective and practical means to resolve broadcasting network and interconnection issues.
• Assessing the costs of provision of telecommunications services.
• A radio spectrum allocation and authorisation policy and process.
• A telephone numbering plan.
• Specifying standards and test compliance.
• Appropriately costed Universal Service Obligations.
• Monitoring service quality and resolve disputes.
• Tariffs criteria for particular services to gain “unregulated” status.

The ADVISOR will be expected to produce inter alia (in hard and electronic formats):
Status Reports, ad hoc reports as required and terms of reference for any additional consultancies required.

The ADVISOR must be of sufficient international standing and experience, and must have practical experience in telecommunications policy, regulation and management. Background in Planning and Policy Analysis is imperative.

The Government of Lesotho now invites eligible consultants to indicate their interest in providing the required advisory services for a period of two years. Interested consultants must provide full information indicating that they are qualified to perform the services (complete CV including qualifications, experience, description of similar assignments performed, experience in similar conditions, references etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers- January 1997 (revised September 1997 and January 1999).
