The
Government of Lesotho has undertaken to transform the country’s economy
through a privatization programme that includes over fifty state-owned
commercial enterprises. The programme is being driven by the Lesotho
Privatization Unit, which aims to foster a partnership between
Government, the private sector, labour and the public at large to
generate greater economic activity, new employment and widespread
prosperity. Recent improvements in Lesotho’s infrastructure-new roads,
the Highlands Development Project and a hydro-electric generating plant
–will assist in the acceleration of this process.
Each participant has a crucial
role to play: the Government, through the Privatization Unit, is
responsible for steering the process to the benefit of the country as a
whole; the private sector through fresh investment and increased trade;
and labour and the public by being active participants and supporters in
entrepreneurial endeavour.
Investors will be
encouraged to form partnerships with workers and the public, and
minority shareholdings in privatized enterprises will be reserved for
both groups. Investors in agri-industries who form joint ventures with
or outsource some of their services to Basotho operators will be viewed
favourably.
